Dragon's Claws or Wrath....

So I'm lookin for a really hard hitting power that I will use as my main attack.
Ofc I could just get haymaker and be done wit it, but three things
  1. My energy management is $%#^, no rush buff
  2. Too slow, opponent prob gonna run away by the time it fully charge or even decently charged
  3. Everybody. Uses. Haymaker.
So I narrowed it down to dragon's wrath and dragon's claws.
DW has defense penetration which is nice afffffffff, but DC has 50% crit severity which is also nice affffffff

Generally the things im gonna be makin the toon "fight" will most likely hve a crapton of defenses, so should I go all out in damage wit DC or should i be precise n coordinated wit DW?

Both are quite good staple attacks. Is either of them more particularly thematic for you?

DW is better on targets w/ high resist, but does seem to cut only the final resist in half (so after applying stuff like Shredded), and not the base resist. DC's severity is more universally good, provided ur crit% is high. DW would prob pull ahead vs. stuff like F&I or vs. pvp players stacking Defense, while DC is better on lower-ranked pve mobs. In-between those points, its kinda up for grabs and ya may want to parse out the different on regen dummies, if ya can (I can't imagine the dps gap between them to be that big in the mid-range of resist, though)

My experience running parses is that in group combat against a boss, for most bosses the boss's defenses will be debuffed into the negatives, so the defense penetration on DW actually reduces your damage, whereas the crit severity bonus on DC is never bad. The only major PvE fights where DW is actually superior to DC are F&I (they have something like +200% damage resistance for some reason) and foes with Defiance (such as the Duraclad fight in Forum Malvanum).

oh pantagruel, one more thing, does this mean ppl with less than 50% defense actually benefit?

That's not how DW works. It actually halves defense. That means someone with +50% damage resistance has it reduced to +25%. It also means that someone with -20% damage resistance (attainable with debuff stacking and defense penetration) has it increased to -10%.

A defiance tank may well have 200% or more damage resistance, under which condition DW is really good.

Hm, DW halving negative resist seems like an oversight, provided its true. May want to raise that to Kaiz or other devs, cause reducing ur dmg for using debuffs to help ur dmg is rather silly (I'd expect DW's resist cut to simply have no effect at the worst). I mean, I can understand how it'd happen, but it prob should be coded differently.
