Cannot use Onslaught Powers

I purchased one of the Onslaught Powers (Lance Rain). It states it is unlocked account-wise. However, none of my characters can equip that power, even my freeform Lvl 40 character.

    I double-checked with the Onslaught Agent and he says accurately that I already purchased the power. Is no one else having this problem?

    Did you use the item the Onslaught Agent gives you that actually grants the power? That's the problem I had.

    I used the item. I've run this step-by-step to Customer Support, who's forwarded this to the QA team.
