Need Help Deciding Power for concept.

Hi all, and I hope I am in the right place.

So I want to make a character with the name Deluge, and from my understanding CO doesn't really have a non frozen water set.

I am stuck between just going Ice or Force.

What do you all think between the two would be the best option.

I prefer a play style where I don't die too often, and I can solo but be useful in a group. It doesn't bother me if I don't do much damage either.

    Ya can try a Hybrid PFF + Force build, if ya wanna be sturdy and not deal w/ the 'frozen' aspect of Ice' visuals.

    Last power can be w/e ya want. Took Frostbreath over Crushing Wave just cause the former works easier w/ Concentration, but has similar functionality as a cheap 50ft Cone AoE. Geyser and/or Conviction can help trigger MSA. End PSS could also work, if ya want a diff approach.

    I also consider some Sorcery powers to look water-like when recolored blue-ish (if ya dun mind the small rune effects).

    The Quicksand power, colored blue, is a sort of mucky/watery power.

    Some wind powers, colored blue, also look like a spray of water. The Wind Barrier is my favorite shield for watery toons.

    This might be a bit of a stretch but Ebon Ruin and Shadow Embrace both fire black gunk and make slimy noises. Seems to fit the name "Deluge".
