Can't clear primary mission

I've been on break for a few months so I can't say when this bug started. I can't clear out the mission set as primary. I can set another mission as primary but if I use the 'Clear Primary' button in the quest tracker window it will unset and automatically set the lowest level mission as active.

    That's working as intended. It came up in a new patch. You can toggle it in the options, though.​​
