It's not dissimilar to my own speedster build, which works pretty dang nice. If you're not super-enthusiastic about the Wardenator deal, you might want to look at Avenger spec rather than Warden. Avenger's Sustained Assault is really nice for Hundred Hands and Sword Cyclone, and they benefit from Round 'em Up, too. And Surprise Attack is good for getting Form of the Tempest's focus stacks up.

I chose not to take a Dragon attack because it feels to me that stopping to charge up an attack undermines the Speedster theme. If I was going for pure effectiveness I would've put one in.

I wouldn't bother w/ the dodge/avoid options in Dex PSS- the main strength of the tree is dps, and that's mostly in Expose Weakness and Deadly Aim. Con PSS w/ Dex SSS is better for tanky dodge-builds that want to focus on mitigation, imo,

BCR and Elusive Monk are putting on a 20% final dmg penalty on ur melee attacks, though- that's pretty hefty, and I'd consider dropping EM on Parry if dps is an issue. Evasive Maneuvers is good for dodge, but also in itself a considerable dps loss if used frequently, since ya have to wait for the anim for the buff, and then get back into melee.

Also, if this is to be a group-tank that holds aggro, then you'll want CS and CripC on some of ur main attacks(though again, this is a dps loss).

Well, there is no lockdown on the Dragon Attacks, so ya could charge them while on the move to help w/ the feel of being a Speedster (though snagging >1 target w/ DK would be annoying then since its a melee cone AoE as is).

Well I planned this as more of a survivable DPS/Off-tank type of build. Since the dodge nerf, I figured to stack as much dodge as I can which is why I took EM and Parry w/ Advantage (I'm ok with taking out Parry and EM doesn't really bother me because of the lunge.) I could replace Parry with Crashing Wave Kick, Backhand, or Dragon's Claw (tapping it of course) for CC if the main tank dies/needs to recover.

Looks a bit better, though I'm still not sure if this is meant to be a group-tank build, or more of a solo build (it can work either way, but may have issues holding aggro in groups as is).

It's more of a solo build tbh. I can probably take away Subtlety of the Tides and put 1 point on CS and the other point on Teleport for a more group tanking feel.

Sweet, I know in most games "speedster" is a very elusive concept (heh pun) since its tied to a travel power usually, I'm glad people manage to make it work with martial arts instead though.
