I decided to have a little fun and experiment with a cooldown-based build. Turns out this is actually enjoyable to play! I've only gotten it to level 33, but this is the build idea:

(Please note that you'll need to play something else until you have enough powers to choose Massacre as your only single-target attack)

    It seems like you are going to have insanely too much Energy and not near enough damage. Also, you took Compassion, but have nothing to proc it?

    At a guess conviction and Nanobot Swarm:Rejuvinating Injectors trigger it

    Oh right, I always forget that Conviction is targetable on others. Still seems like a lot of time spent not doing damage.

    Also, Nanobot Swarm:Rejuvinating Injectors are a self-heal, unless the Wiki is wrong, Compassion is proc'ed by healing others.

    Regen, Conviction and Nanobot Swarm stack Compassion, but only if they actually heal damage (it doesn't work if you're on full hp).

    If you're playing solo, you'll always be healing your own damage, so you stack Compassion. If you're in a team, the AoE heal advantage on Conviction will heal them and stack Compassion. You can reach 8 stacks quite fast with Conviction's advantage.

    Massacre with the buffs, debuffs and on-next hit powers does decent damage, even though that isn't a priority for the build.
