There is software to turn that in to a 3D model from a series of photographs. Here's one here's a nother
Patents on sintering lasers are scheduled to run out next year, which should drastically drop the price of 3D printers. The question then becomes - will the software output a CAD suitable as input for a 3D printer?

Bear puns tend to bring out polar opposite opinions.
Choose your enemies carefully, because they will define you / Make them interesting, because in some ways they will mind you
They're not there in the beginning, but when your story ends / Gonna last with you longer than your friends

It took around 3 weeks since I ordered it for it to be finished. The whole thing cost me $30 for materials + having it made. It was commissioned by an IRL friend who has just started out making these models.
The only two things I didn't quite like about it was that the pecks were a bit too much (it should be a six pack, and I think that's what the artist was going for, but the lines on the side make it look differently). Also, the body is more of a tube shape rather than V-shaped. Other than that, I think it's fantastic.
I will probably ordering one of my alt, Shinnosuke Yamagami next, but not right away. I am waiting to see them make another ninja-esque character and I'd like to see what it looks like when made out of this material. If it's too odd-looking, I'll probably just commission another RSD, since he's quite simple and now the artist has a better idea on how to make him.

Hey, at least it wasn't a bear pun.
Anyway, to answer some of the questions:
The material used was jumping clay. You can find more info about it here: http://www.jumpingclay.co.uk/
