Your energy builder is the only power I know of that you can toggle like that, and it's rather special circumstances under which it activates / deactivates.
Not sure what kind of power you mean, to be honest. Slotted passives are -always- on so they don't need to be turned on and off... travel powers can be left on and will stay on until they are turned off by you or by a foe's attack (eg Nailed to the Ground)... and Forms stay on until you die, I think.
Other powers are buffs / attacks that require a target of some kind and I'm not sure how or why you would want them to automagically turn on whenever you had enough energy to power them.
It could be that you're looking for a solution to a problem that doesn't exist ---- Champions doesn't have powers that cut off when you run out of energy (except attacks which cut off after the maintain duration ANYWAY). It's not like your Invulnerability will shut off because you don't have enough energy to power it. But then, maybe I'm just not understanding the type of power and situation you mean.

There was a feature in CoH where you could Ctrl-Click one power and "Set it to auto". This would put a green ring around the power (Similar to the gold border CO has for powers toggled/in use.
Whenever you met the conditions for using a power set to auto, it'd fire by itself. If it was a click buff, that meant whenever the power was recharged and you had enough endurance (Energy). If it was an attack, it'd be whenever the power was recharged and you had enough endurance and you were targeting an enemy and the enemy was in range.
Now if I'm remembering what I read in the game options correctly, the first power on the power tray can be "Set to auto". This is usually the energy builder, but from the way it looked in options it seems like it could apply to any power in that first slot.
If it could be done, I'd imagine that would be the way. May not work for anything but the EB though.
There's really only like 3 powers in CO that could benefit from that, and one of them is Resurgent Reiki'd BCR, which is already bordering on OP.
I understand the want to remove the minor nuisance, but for that they may as well just turn these powers into forms or something.
On a personal note, this game is very dynamic in combat. CoX had like 5 trays and effing everything was a cooldown so you had to monitor more closely, whereas here it's "I need it, I use it." Personally, I loved CoX, but I can't play another cooldown MMO anymore, and since the launch of WoW and the autoattack (other games prolly had it too) I've never understood the need/want of players to further remove their interaction with the game world.
There's something satisfying about charging or clicking your power at the right time and thinking, "I did that," rather than "I made a macro 6 months ago that did it for me while I went for a poo."
But that's just me, I want to play the game, not program it. (unless you play pets, in which case, go ape**** macro'ing, I understand.)
CoX sort of needed this because some sets had things like status protection powers which didn't toggle on and instead had to be triggered every so often. Other sets had buffs that were designed to be made "perma" with a little recharge reduction and being set to autofire upon it becoming ready. CO has a different mechanic, and the devs have made it so gameplay is more "active".
What you can do is to bind the various powers that you want to have easy access to, to other keys near where you normally keep your fingers...
