On the Star Trek Online forum there's a thread on how to create canon uniforms, and even a page on the STOwiki on how to create canonish aliens.

I'm curious, is there one here for creating a standardized [insert villain organization] uniform? Or even a stock Qularr or Roin'esh? For those whose origin involves an organization/alien, is there a guide to creating that nemesis for them?

    There's been few threads about VIPER and rest of the "firms" uniform and about aliens. Good luck finding them now.
