Need an Advanced Chat/Power bind.

I need to know how to do this, to make my character come alive with personality :D

Imagine this, i want to hold down and fully charge the power Force Cascade for the 3 seconds.
DURING this charge time, i want my character to say 2-4 things in local chat associated with the power.

Example;
PressButton> Force Cascade starts to charge a full 3.0 second shot >
During 0.6 seconds: "Ka" >
During 1.2 seconds: "Me" >
During 1.8 seconds: "Ha" >
During 2.4 seconds: "Me" >
During 3.0 seconds: "Ha!" > Power executes

Obviously the chat i use will be less copyright infringing, but i would LOVE to have my character perform a set speech for a few powers i use slightly rarely.

Does anyone know if this is achievable using Bind code? If so...

What is the bind code? :D

    I could use Binding Of Aratron, Entangling Mesh or Crippling Coils and have it say: "STOP RIGHT THERE CRIMINAL SCUM!" XD (oblivion reference)

    You would need some sort of pause or delay command in between what you wanted to say. I don't think such commands exist...
