Public Test Server? Help!?!?

1) When can I access the public test server?
2) Is there a way to "level up" my character or a new character and mess around on higher/lower level content on a test server
2a) If so, how?

    So, can I log in the test server right now, ATM?

    i get an error trying to transfer my account to the test server why?

    In the good old days you could have as many characters as you want on PTS. Now there is a limit. The limit is now less than a page. Maybe 8? Trying logging in to PTS and see how many characters you currently have, then delete all but a few, then try to copy.
