Mental Impact greyed out

When I was in the Invasion Simulation mission with enough energy, sometimes a full energy bar, Mental Impact was constantly greyed out. Normally my energy equilibrium is higher than the Mental Impact energy cost with a little room to go above at max energy. I think it was happening outside of the final fight and definitely in the Black Talon fight. I'll check in my next Invasion Simulation to see if it happens again and if there's anything else I can see as to why.

So I went into another Invasion Simulation and it looks like the mission downgrade to level 30 may be the culprit. I've never been very clear on what being downgraded actually does. In this case, the energy cost reductions from gear and/or specializations seems to be affected as the power cost increases in the mission while my max endurance and equilibrium decrease. The net result is that my lower max Endurance is no longer high enough for the higher energy cost of Mental Impact.

Next I'll check out Alerts to see if the same thing happens.
