Purchase Question

I just came back from a long hiatus and decided to throw a bit of money into the game to grab some Zen. However, when I go to make a purchase i get a message saying "Due to recent purchase activity on your account, all purchases are temporarily bound to the account. This is temporary while we verify your payment details" Firstly, why am I getting this message? Is it possible to transfer purchases to someone else? Secondly, when will this restriction end? It's been a week...I can't see why it takes so long to sort it out.

EDIT: I see now that some items can be purchased and traded, so the first question is answered.
