Challenge on PVDs

With the ability for Ultimate PVDs (like the upcoming Chest Beam Ultimate PVD) to have challenge, it would be great to see the this feature made available across all PVDs, both for future PVDs and retroactively for existing ones. Being able to have challenge on a PVD would allow for much greater flexibility with using PVDs on a tank build, and provide more opportunities and incentive for players to try to get them.

I actually support this, I believe it is necessary to include a share of challenge advantage from the power itself to the device.

Would be something that I think would encourage some more variants and make them more useful for non DPS roles.
