I assume you mean a Hybrid-dps w/ a defensive passive. Otherwise, you should prob use the Ranged dps role and an offensive passive instead if you want more of a dmg focus. Anyways, you could mix the sets in a good few ways, but here's one example build:
For single-targets, it alternates between Ice Blast and Fireball, while Avalanche can be the main AoE. In either case, Fire Snake should be kept up for extra dmg and debuffs, and Rimefire can be used for a bit of extra burst dmg. Thermal Reverb could also prob work as the EU here instead, and you could use a different power for the main AoE (like Frost Breath, or Conflag w/ TReverb), if desired. Gears mostly for Ego, w/ some Con and End.
By replacing avalache with frost breath /w frost bite to apply chilled you can proc rimefires double trouble properties for extra fun, and possibly giving you unlimited rimefires.

Eh, you're effectively trading higher sustained AoE dmg w/ Avalanche for more burst dmg via more Rimefires. It can still work, though, if you want a different approach.
