SEmbrace is your main AoE, while ERuin is your main single-target attack (and you can charge SBlast to initially put up Devoid and Fear on bosses). Keep DCollapse up to help refresh Fear and Devoid and proc the toggle/form in the background, since ERuin alone cannot do that here. Soul Vortex isn't as core to the build, but it can put up Dependency in the background w/ its adv, and provide a healing rune. ERush is a basic self heal here, though you could instead use Conviction or even Lifedrain, as an alternative. Gears mostly for Con, w/ some Dex and Rec (and some cost discount on gear).
For other options: You could switch Dex SS to Pres SS and to using Shadow Manifestation as the toggle/form instead, if you want (Pres gives a bit more bonus healing; Dex will be better for dmg/threat, though). You could also use other specs- like Protector, Warden (w/ Elusive), or Sentry, if you want more defensive options than Guardicator. You could also use another defensive passive, like Defiance or Regen, if desired.
Yea.. that just strikes me as a weaker build, unless you want to prioritize self-healing a lot more than dmg/threat (Lifedrain will heal you more, but its dmg is really weak for single-target). No real reason to get R2 of Dark Tether (can just tap it for the self-heal adv and Challenge), nor is there much reason to get >1 Work Up adv (since its effect is on a shared cd). Veil of Darkness also seems like a waste of a power slot to include on a PvE tank. A self-rez on a tank is also a bit dicey, since you'll lose all aggro on death. Also, the only AoE dmg here is on cd powers, and Shadow Eruption can scatter KB mobs. Procing Concentration (or Chilled Form) can also be annoying when enemies are up-close and you have to block often, but that is somewhat content-dependent.
If you did still want to keep Lifedrain as a healing option, then I'd prob also still include Ebon Ruin, so you have a decent single-target dmg option to fall back on. A normal AoE attack can also be helpful, depending on the content.
Okay, well I don't know what they were going for w/ that build (looks like it's somewhat focused on self-healing in single-target fights, but not in content where you'd have to block often), nor what your issue was w/ my build suggestion. I still prob wouldn't recommend their build (at least as is), but I dunno what sort of content you're trying to do w/ it either.
