So, the Sentai Lockbox kinda drew me back and as the title of the post says, I'm looking to do something like an Ultraman style build, preferably Tank. I'm guessing this might be a mix of different powers and see how it comes out? Hope to hear back on something soon!

The last 2 powers can be w/e ya want.
Although Chest Beam can't proc Chi Manip, BCR can proc the EU at any time for extra energy there. Otherwise, the build mostly plays up close. For single-target dps, it can put up and refresh Demolish w/ TKicks, use charged DK for extra energy via Rush, and otherwise use charged BCF as its main attack (you can also throw taps of Chest Beam in there if you want another Crushing debuff). Charged DK can be the main melee AoE (although TKicks also can cleave). Gears mostly for Dex, w/ some Rec and Con (and some cost discount on gear).

Regardless, I assume Open Palm Strike is mostly for the look and to give you a pseudo-ranged attack (to replace any 'beam' attack, that wouldn't easily fit in mechanically), since it's AoE reach is pretty narrow and you have a stronger attack for single-target dmg anyways (BCF). You could still keep Open Palm Strike, though, if you like the look of it enough.
