Power armor toggles interact very poorly with blocking, which will make tanking anything that requires a lot of blocking (which describes most bosses dangerous enough to need a tank in the first place) unpleasant.

So go Survivable (Hybrid) Invuln. build?
Only if you don't plan on being an actual tank? You could just go into a full dps build at that point instead, or maybe just use a dual-passive approach and decide for yourself when to commit to dps or go w/ a more defensive setup. If you want an example, then here's a dual-passive PA dps build, using the beam attacks:

(Unnamed Build) - Freeform (Any / Multiple)
    v3.44:37

    Super Stats
    Level 6: Ego (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Scourge (Con: 10, Ego: 10, Rec: 10, End: 8)
    Level 6: Worldly (Ego: 5, Rec: 5)
Level 9: Amazing Stamina (Rec: 5, End: 5)
    Level 12: Daredevil (Ego: 5, End: 5)
Level 15: Quick Recovery (Con: 5, Rec: 5)
    Level 18: Ascetic (Con: 5, Ego: 5)
Level 21: Boundless Reserves (Con: 5, End: 5)

    Powers
    Level 1: Power Bolts
Level 1: Eye Beam (Rank 2, 20/20 Fission)
    Level 6: Concentration
    Level 8: Invulnerability (Rank 2, Rank 3)
    Level 11: Overdrive
Level 14: Chest Laser (Rank 2, Rank 3)
    Level 17: Resurgence (Rank 2)
Level 20: Power Conversion (Rank 2, Rank 3)
Level 23: Reconstruction Circuits (Rank 2, Rank 3)
Level 26: Concussor Beam (Rank 2, Rank 3)
Level 29: Energy Wave (Reverse Polarity)
Level 32: Targeting Computer (Rank 2, Rank 3)
Level 35: Energy Shield (Rank 2)
    Level 38:
    Adv. Points: 34/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Ego: Force of Will (2/2)
    Ego: Insight (3/3)
    Ego: Follow Through (3/3)
    Ego: Sixth Sense (2/3)
    Guardian: Fortified Gear (3/3)
    Guardian: Ruthless (2/2)
    Guardian: Find the Mark (2/3)
    Guardian: The Best Defense (3/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (2/3)
    Vindicator: Mass Destruction (3/3)
    Mastery: Ego Mastery (1/1)

The last power can be w/e ya want (prob a threat wipe or self-res).

I figured you'd need some extra help w/ energy when using all 3 toggle slots (esp if not in groups with AoPM/AoAC buffs), so I threw in Power Conversion. You could also potentially get by w/o Power Conversion by swapping Con SS for Rec SS and having decent gear (and/or just using 2 attack slots when solo), but it's up to you on how to manage energy overall. I also threw in EWave w/ Rev Polarity to help you deal w/ the limited AoE coverage from the beam attacks (Implosion Engine or Fire All Weapons are other alternatives to help w/ scattered mobs). Gears mostly for Ego, w/ some End and Con.

Other stat setups could work here too (like an Int-focus and Int PSS & Conc, or Dex-focused w/ Chilled Form).

I have a similar dual passibe build to Flow's. It runs Ego-Rec-End. I find that with Invuln I don't need Con. That gives me much more energy and I only take R1 of Power Conversion. I use the adv points from that for either fully ranked Orbital Cannon or Implosion Engine in the last slot. Since I only plan to fight at range I use Sonic Device (stuns are handy) instead of Energy Wave. No problem soloing the QWZ (if that's of interest).
