Premium Pack free retcon token?

Does this apply for every character when they hit level 40, or only to characters that are already level 40? Meaning if I start a new character after buying the Premium Pack, will that character get a free retcon token at 40?

    That's great news, now I can start new characters with the new travel powers and have the free retcon when they hit 40. That's exactly what I wanted out of that pack, thanks
