I have some int mods and a respec, can we make a shadow build?

You'll want to rank up your slotted passive (Shadow Form). You'll prob want a source for Devoid, and maybe DCollapse (w/ advs) to easily refresh both Fear and Devoid. You may also be able to get away w/ using Dex SS instead of Rec SS when taking Int PSS. I'd also prob use a different self-res than Rebirth, and I don't see why you have R3 Void Shift in the build (perhaps that was meant to be Ebon Void?). I'd also add in Resurgence for an AD (and strong healing cd). Here's an example Int-based Darkness dps build:

(Unnamed Build) - Freeform (Ranged Damage)
    v3.44:37

    Super Stats
    Level 6: Intelligence (Primary)
    Level 10: Dexterity (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Specialist (Dex: 10, Con: 10, Int: 8, Rec: 10)
    Level 6: Negotiator (Int: 5, Rec: 5)
Level 9: Quick Recovery (Con: 5, Rec: 5)
    Level 12: Impresario (Dex: 5, Rec: 5)
    Level 15: Coordinated (Dex: 5, Int: 5)
Level 18: Healthy Mind (Con: 5, Int: 5)
    Level 21: Acrobat (Dex: 5, Con: 5)

    Powers
    Level 1: Shadow Bolt
Level 1: Shadow Blast (Psychotic Break, Devoid)
    Level 6: Spirit Reverberation
Level 8: Shadow Form (Rank 2, Rank 3)
    Level 11: Concentration
Level 14: Shadow Embrace (Rank 2, Draining Shadows)
    Level 17: Resurgence (Rank 2)
Level 20: Ebon Ruin (Rank 2, Nyctophobia)
Level 23: Dimensional Collapse (Glimpse of the Abyss, Lingering Darkness)
Level 26: Lifedrain (Rank 2, Vampiric Sympathy)
Level 29: Ebon Void (Rank 2)
    Level 32:
    Level 35:
    Level 38: Fiery Embrace
    Adv. Points: 28/36

    Travel Powers
    Level 6: Athletics
    Level 35: Shadow Wings

    Specializations
    Intelligence: Enlightened (3/3)
    Intelligence: Battle of Wits (2/3)
    Intelligence: Detect Vulnerability (3/3)
    Intelligence: Expertise (2/2)
    Guardian: Fortified Gear (3/3)
    Guardian: Ruthless (2/2)
    Guardian: Find the Mark (3/3)
    Guardian: The Best Defense (2/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Mastery: Intelligence Mastery (1/1)

The open power slots can be used for w/e ya want.

It initially puts up Fear and Devoid w/ charged SBlast, while using charged ERuin as its main single-target attack, and DCollapse can refresh both debuffs (SBlast can also be charged on Feared targets to stun them). The main AoE attack is SEmbrace, and DCollapse can also be thrown in then. Gears mostly for Int, w/ some Con and Dex.
<CO stuff> .: Petco :. // A basic FF building guide (see 1st reply) // PSA on Power Activation Delay // Ayonachan's Gift Horse (misc stat data)

Thanks Flow any suggestions for the remaining powers?

It mostly depends on what other functions you want to add or what aspects you want to strengthen in the build. The general options would be a threat wipe, an Ult, an AO, another heal, more CC, an ally res, and/or just another attack power you'd like to have for the theme.

Out of curiousity how would this do for a Shadow/Sorcery build?

I would probably change Spellcaster for Concentration, since Conc can proc for more things in general here, and it can still scale w/ Int. You'll also want the Cursed adv (for Hexed) on the Wisp if using Soul Beam. DCollapse won't help Soul Beam itself that much, but it still has use in putting up Fear for Lifedrain, adding some AoE CC, and adding some (AoE) DoT dmg. If you want to keep Soul Vortex for the theme and/or its Healing Rune, then I'd prob get its Dependency adv too. Here's a quick edit of it:

(Unnamed Build) - Freeform (Ranged Damage)
    v3.44:37

    Level 6: Intelligence (Primary)

    Level 1: The Specialist (Dex: 10, Con: 10, Int: 8, Rec: 10)
    Level 6: Negotiator (Int: 5, Rec: 5)
Level 9: Quick Recovery (Con: 5, Rec: 5)
    Level 12: Impresario (Dex: 5, Rec: 5)
    Level 15: Coordinated (Dex: 5, Int: 5)
Level 18: Healthy Mind (Con: 5, Int: 5)
    Level 21: Acrobat (Dex: 5, Con: 5)

    Powers
    Level 1: Shadow Bolt
Level 1: Shadow Embrace (Rank 2, Draining Shadows)
Level 6: Ebon Void (Rank 2)
    Level 8: Concentration
    Level 11: Enchanter (Rank 2, Rank 3)
    Level 14: Conjuring
    Level 17: Will-o'-the-Wisp (Guide, Cursed)
Level 20: Soul Beam (Rank 2, Rank 3)
    Level 23: Resurgence (Rank 2)
Level 26: Lifedrain (Rank 2, Vampiric Sympathy)
Level 29: Dimensional Collapse (Glimpse of the Abyss)
Level 32: Soul Vortex (Soul Drain)
Level 35: Crashing Incantation (Rank 2)
    Level 38: Fiery Embrace
    Adv. Points: 30/36

    Travel Powers
    Level 6: Athletics
    Level 35: Shadow Wings

    Specializations
    Intelligence: Enlightened (3/3)
    Intelligence: Tactician (2/2)
    Intelligence: Detect Vulnerability (3/3)
    Intelligence: Expertise (2/2)
    Guardian: Fortified Gear (3/3)
    Guardian: Ruthless (2/2)
    Guardian: Find the Mark (3/3)
    Guardian: The Best Defense (2/3)

    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)

The Wisp is good to keep up in general for Conjuring and for its buffs/debuffs. The leftover adv points can be used for R2 of DCollapse, R2 of Soul Vortex, and/or R3 of the Ult, and for at least one of the travel powers (if you aren't using a R3 TP device).
