Although Int PSS can be good (due mainly to Detect Vuln + Int and Expertise_Enlightened + Dex), Ego PSS is still fine. The main issue w/ FC is just making sure you have enough energy for its use, and you can do that w/ a number of diff stat setups, and esp if you throw in Power Conversion or Dark Transfusion, as you did here (you could even get away w/ Con SS when using that). I'm a bit confused about the 'Eye Beam' part of the build outlined in the title (I guess you mean using the Head emanation point), but Eye Beam (the PA power itself) wouldn't be a good fit mechanically, either way.

Anyways, I assume that this is meant to be a dual passive build. You'll want to get Expertise in Int PSS (instead of Tinkering), and it would also be nice to rank up the Ult (maybe take a rank from Power Conversion and/or LNL for it, depending on your energy situation), but overall most of the build looks decent. If you wanted to boost FC's dmg a bit more, you could get a ranged Crushing debuff source (easiest one is prob Hurl w/ its Disorient and Demolish-related advs), but that's up to you.
<CO stuff> .: Petco :. // A basic FF building guide (see 1st reply) // PSA on Power Activation Delay // Ayonachan's Gift Horse (misc stat data)
    - Be safe and have fun, champs - for science!

As Flow mentioned, energy is the trickiest part of Cascade spam builds. One appeal of an INT build is that your stacked INT can fuel the energy return from both Concentration and an energy unlock. Here's a few of my favorite templates, customizable depending on your theme...

This one uses MSA as an energy unlock, fueled by Hurl. A second cooldown power like Frag Grenade is ideal, so you don't lose DPS from too much Hurl spam. Using Power Conversion on cooldown keeps your energy stable if you aren't under a strong ally aura (AoPM ideally, AoAC also helps). Gears for stacked INT, with a bit of END to preference. Third superstat is open. Quarry works if you don't like Night Warrior. If you swap an ultimate power into Energy Shield's power spot, you can choose another block (Force Shield is quite nice, for the energy return):

Force Cascade (MSA skeleton) - Freeform (Ranged Damage)
    v3.44:37

    Super Stats
    Level 6: Intelligence (Primary)
    Level 10: Endurance (Secondary)
    Level 15:

    Talents
Level 1: Tech Savvy (Int: 12, End: 12)
    Level 6: Brilliant (Int: 8)
    Level 9: Energetic (End: 8)
    Level 12: Accurate (Dex: 5, End: 5)
    Level 15: Investigator (Int: 5, End: 5)
Level 18: Boundless Reserves (Con: 5, End: 5)
Level 21: Field Ops Training (Con: 3, Int: 3, Ego: 3, Rec: 2, End: 2)

    Powers
    Level 1: Power Bolts
    Level 1: Concentration
Level 6: Energy Shield (Rank 2, Rank 3)
Level 8: Hurl (Hard Fall, Didn't See That Coming)
    Level 11: Molecular Self-Assembly
    Level 14: Resurgence (Rank 2)
Level 17: Power Conversion (Rank 2, Rank 3)
Level 20: Force Cascade (Rank 2, Rank 3)
Level 23: Night Warrior (Rank 2, Rank 3)
    Level 26:
    Level 29:
    Level 32:
    Level 35:
    Level 38:
    Adv. Points: 24/36

    Travel Powers
    Level 6: Athletics (Rank 2, Rank 3)
    Level 35:

    Specializations
    Intelligence: Enlightened (3/3)
    Intelligence: Tactician (2/2)
    Intelligence: Detect Vulnerability (3/3)
    Intelligence: Expertise (2/2)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
Vindicator: The Rush of Battle (2/3)
    Vindicator: Mass Destruction (3/3)
    Avenger: Ruthless (2/2)
    Avenger: Round 'em Up (3/3)
    Avenger: Surprise Attack (2/2)
    Mastery: Intelligence Mastery (1/1)

Here's a similar setup, but with Conjuring as the energy unlock, fueled by Hex of Suffering. You could swap Tactician and a point of Enlightment for Battle of Wits, and pick up the stun advantage on Hex for a little extra crowd control:

Force Cascade (Conjuring skeleton) - Freeform (Ranged Damage)
    v3.44:37

    Super Stats
    Level 6: Intelligence (Primary)
    Level 10: Endurance (Secondary)
    Level 15:

    Talents
Level 1: Tech Savvy (Int: 12, End: 12)
    Level 6: Brilliant (Int: 8)
    Level 9: Energetic (End: 8)
    Level 12: Accurate (Dex: 5, End: 5)
    Level 15: Investigator (Int: 5, End: 5)
Level 18: Boundless Reserves (Con: 5, End: 5)
Level 21: Field Ops Training (Con: 3, Int: 3, Ego: 3, Rec: 2, End: 2)

    Powers
    Level 1: Power Bolts
    Level 1: Concentration
Level 6: Energy Shield (Rank 2, Rank 3)
    Level 8: Conjuring
Level 11: Night Warrior (Rank 2, Rank 3)
    Level 14: Resurgence (Rank 2)
Level 17: Power Conversion (Rank 2, Rank 3)
Level 20: Force Cascade (Rank 2, Rank 3)
Level 23: Hex of Suffering (Rank 2, Rank 3)
    Level 26:
    Level 29:
    Level 32:
    Level 35:
    Level 38:
    Adv. Points: 24/36

    Travel Powers
    Level 6: Athletics (Rank 2, Rank 3)
    Level 35:

    Specializations
    Intelligence: Enlightened (3/3)
    Intelligence: Tactician (2/2)
    Intelligence: Detect Vulnerability (3/3)
    Intelligence: Expertise (2/2)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
Vindicator: The Rush of Battle (2/3)
    Vindicator: Mass Destruction (3/3)
    Avenger: Ruthless (2/2)
    Avenger: Round 'em Up (3/3)
    Mastery: Intelligence Mastery (1/1)

And here's a different approach that stacks REC to fuel Fiery Will and Pulverizer. You could drop Force of Will for Insight if you don't care about defense, though you won't have much EGO. Use Fire Strike in-between Cascade charges to trigger Fiery Will and buff the next Cascade with Preemptive Strike. Energy is smoother when rotating a second knock power, to keep Pulverizer 3-stacked. Hurl or Burst Shot are ideal for the debuff and guaranteed knock, but Force Blast is a decent option if you want to stick to head emanation powers. The rotation would then change to Fire Strike>Cascade charge>Force Blast tap>Cascade charge. With stacked REC, a bit of END, cost discount gear, and maintaining your rotation, this setup can usually run without Power Conversion. If it fits your theme, Pyre works very well with this build when you don't want to scatter mobs with Cascade.

If you're able, I'd recommend running your build of choice on the test server, to feel out the finer points of energy management (like how much END you slot, or what rank of Power Conversion feels comfortable). Hope this gives you some ideas.
