Blind Hunter Build.

Here's what I have so far for my dual swords/archery build. The character is suppose to be blind so I wanted to go with Dodge/DPS if possible. Also looking for a Cosmic/PvP viable build. Doesn't have to one shot anyone or top the leaderboards just want to get a little more out of what I already have if possible.

Dodge isn't often taken in pve cause it's rng-based mitigation, and you don't want to depend on something like that when taking large AoE hits. That said, you could still have some dodge in a dps-related build for flavor (like taking WotW_LR as the passive and/or using Thundering Kicks for Lithe); you just wouldn't be relying on it too heavily. Here's an example edit of it:

    (Unnamed Build) - Freeform (Hybrid)
    v3.44:36

    Super Stats
    Level 6: Dexterity (Primary)
    Level 10: Recovery (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Master (Str: 8, Dex: 10, Con: 10, Rec: 10)
    Level 6: Impresario (Dex: 5, Rec: 5)
Level 9: Amazing Stamina (Rec: 5, End: 5)
Level 12: Quick Recovery (Con: 5, Rec: 5)
    Level 15: Accurate (Dex: 5, End: 5)
    Level 18: Acrobat (Dex: 5, Con: 5)
Level 21: Boundless Reserves (Con: 5, End: 5)

    Powers
    Level 1: Strafe
Level 1: Blade Tempest (Rank 2, Rank 3)
Level 6: Form of the Tempest
Level 8: Lightning Reflexes (Rank 2, Rank 3)
    Level 11: Steadfast
Level 14: Eye of the Storm (Rank 2)
    Level 17: Resurgence (Unchained)
Level 20: Dragon's Wrath (Rank 2, Dragon Rush)
Level 23: Storm of Arrows (Rank 2, Achilles' Heel)
Level 26: Strike Down (Nailed to the Ground)
    Level 29: Parry (Rank 2)
    Level 32: Conviction (Rank 2, Rank 3)
    Level 35: Imbue
Level 38: Arrow Assault (Just Blow It Up)
    Adv. Points: 32/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Dexterity: Combat Training (3/3)
    Dexterity: Gear Utilization (2/3)
    Dexterity: Deadly Aim (3/3)
    Dexterity: Expose Weakness (2/2)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Warden: Fortified Gear (3/3)
    Warden: Ruthless (2/2)
    Warden: Upper Hand (2/3)
    Warden: The Best Defense (3/3)
    Mastery: Dexterity Mastery (1/1)

The build ideally plays as a melee unit, but still has some Archery to mix it up a bit. It uses Blade Tempest as a basic melee cleave attack and to put up (and refresh) Shredded, while charged DW is its main single-target attack. AoE can be done w/ EotS and Blade Tempest when up close, and w/ Storm of Arrows giving you a ranged AoE option. I also gave you the CC adv on Storm of Arrows, though keep in mind that this will lower its base dmg a bit. I also kept the Ult in for Overpower- mainly for pve teams. Regardless, the build gears mostly for Dex, w/ some Con and Rec (and some cost discount rating).

It's not really a full-on pve dps or pvp build, but you can't be optimal at both either. It would be much better for dps to take something like WotW as the slotted passive (instead of LR) and use the Melee DPS role (instead of Hybrid), but this would also make the build squishier. It's ultimately up to you on what to do w/ it, though.

With no super stats to address either your ranged dps or melee dps, I wouldn't recommend leaning too far into pvp. Not with a low dps dodge build.

I may be a newb, but I can tell you from experience that you'll want at least one SS that addresses your dps if you intend to do some pvp. Those builds are ruthless, and are designed to stream roll one another.

I appreciate the feedback I've gone back and reworked it a bit while keeping my theme intact. Please let me know if this one is a little more viable.

Hm, I guess you now want more Fighting Claws instead of Dual Blades? Alright. The build lacks a toggle/form, either way, so I'd def add back in Form of the Tempest.

I prob wouldn't get two offensive passives that are pretty similar, and you can't use Night Warrior's Sneak if WotW is slotted anyways, so I'd prob decide on having one or the other. Parry's EM adv will also lower your melee dmg a bit (and the penalty stacks w/ BCR's dmg penalty), and the buff doesn't last very long, so I may just get R2 over that. Tiger's Bite is a strong single-target attack, but it'll be expensive to throw it in regularly, esp w/o energy from Dragon Rush. I may use Dragon's Claws w/ Rush instead, as it's still a solid single-target attack that's easier on energy when charged. You'll also want at least R2 in Masterful Dodge if you want it to bring you over 100% dodge when using Rank 3 WotW or NW. Here's an example edit, using NW as the passive:

(Unnamed Build) - Freeform (Melee Damage)
    v3.44:36

    Super Stats
    Level 6: Dexterity (Primary)
    Level 10: Recovery (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Master (Str: 8, Dex: 10, Con: 10, Rec: 10)
    Level 6: Impresario (Dex: 5, Rec: 5)
Level 9: Amazing Stamina (Rec: 5, End: 5)
Level 12: Quick Recovery (Con: 5, Rec: 5)
    Level 15: Accurate (Dex: 5, End: 5)
    Level 18: Acrobat (Dex: 5, Con: 5)
Level 21: Boundless Reserves (Con: 5, End: 5)

    Powers
    Level 1: Strafe
Level 1: Viper's Fangs (Rank 2, Spitting Cobra)
Level 6: Night Warrior (Rank 2, Rank 3, Silent Running)
Level 8: Form of the Tempest
    Level 11: Steadfast
Level 14: Crimson Bloom (Rank 2, Wall of Blades)
Level 17: Bountiful Chi Resurgence (Rank 2, Resurgent Reiki)
Level 20: Dragon's Claws (Rank 2, Dragon Rush)
Level 23: Thunderbolt Lunge (Nailed to the Ground)
Level 26: Masterful Dodge (Rank 2, Unchained)
    Level 29: Imbue
    Level 32: Parry (Rank 2)
Level 35: Gas Arrow (Noxious Fumes)
Level 38: Bladed Fury (Rank 2)
    Adv. Points: 36/36

    Travel Powers
    Level 6: Athletics (Rank 2, Rank 3)
    Level 35: Swinging

    Specializations
    Dexterity: Combat Training (3/3)
    Dexterity: Gear Utilization (2/3)
    Dexterity: Deadly Aim (3/3)
    Dexterity: Expose Weakness (2/2)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Warden: Fortified Gear (3/3)
    Warden: Ruthless (2/2)
    Warden: Elusive (2/2)
    Warden: The Best Defense (3/3)
    Mastery: Dexterity Mastery (1/1)

VFangs is like Blade Tempest from before: a basic melee/cleave attack that can put up (and refresh) Shredded, while DC is your main single-target attack, and Crimson Bloom can be another AoE and/or defensive option. I tried to keep most of the same powers you had in the latest version of the build, regardless.

Also, if you wanted more passive knock resist (and potentially more defense via 1-3 points in Juggernaut), you could try a STR/Dex/Con setup (still Dex-focused). It won't be as optimal for dps as Dex PSS can be, but it is a strong overall option for melee-focused builds.

    Super Stats
    Level 6: Strength (Primary)
    Level 10: Dexterity (Secondary)
    Level 15: Constitution (Secondary)
    Specializations
    Strength: Swole (2/3)
    Strength: Physical Peak (3/3)
    Strength: Brutality (2/2)
    Strength: Juggernaut (1/3)
    Strength: Overpower (2/3)
    Mastery: Strength Mastery (1/1)
