I added Dark Tether and DCollapse because they can knock while also providing some extra utility for the build (taps of Dark Tether can put up another heal, to help replace Lifedrain; DC can add Fear and some AoE DoT dmg in the background). I also gave you a different self-res, to avoid Rebirth's self-dmg. The open power slot can be used for w/e ya want. Gears mostly for Str, w/ some Con and Rec.

Arc of Ruin is prob the best from a pure dps standpoint - to further optimize Annihilate via No Quarter, at least. Afaik, Skewer is not higher dmg than Annihilate (at least, not vs. knock-immune mobs), and it doesn't proc Enrage (it does have a cylinder AoE too, but it's pretty small). The Active Offense is okay, but not really that impactful to a dps build either, due to the cd and the dmg DR.
