Run Scared doesn't unlock neither the emote nor the title - Run Away! title is unobtainable now

After using the item for Run Scared Emote, nothing happens!
It still counts for the account wide unlock progress but neither the Emote nor the Title unlocks for the character
I waited for 10 minutes, changed instance, relogged, nothing happened, no message no unlock for all 5 characters individually
After unlocking this emote in 5 characters THEN it finally unlocked, gave me the Flee perk/title but the Run Away perk is now unobtainable
Here you can see the Flee! perk is completed but the perk associated with the item (Run Away) is still stuck in the the progress tab (This is on one of the characters who unlocked the emote as well)
