Tornado Slash being unable to stun

this is the actual tooltip this power shows for me, stating a 56-100% chance to stun, which hasnt happened once since i picked it as a power, no matter what % charge i got it up to.

The power can no longer Stun if you own the Soul Capturing Blade advantage.​​
