Rabies, Scent of Blood Advs (For Bite)

Small qeastion regarding the Bite's Advs, it mentions that if Bleed or Toxin is applied while useing Bite, it will spread the effect to others, now it looks like via testing, if you have more then one stack of either, other targets wil have the same amount of stacks, is this true or am I seeing things wrong?

    There may be issues w/ lag when using it sometimes, but the advs seem to spread one stack of the corresponding debuff(s) to nearby targets on each use w/ the advs (assuming roughly half-charges of Bite, and at least one stack of the relevant debuff on the main target). It also refreshes the debuff(s) on the main target.
