I want to make a new healer.
I had hoped to use mainly Celestial Sorcery,( maybe Holy Water since I have it ) and Transcendence, but I need a bit whoomp for solo content/Alerts where healing is not that necessary. Help/suggestions are appreciated.

In solo content run in Hybrid role, you will be tanky thanks to the Aura.
If you want more dps and feel like you are healing too much, well, take a different Form, the Darkness one that scales on PRE, and switch to a power that triggers it, but it's probably off theme.
I'm a bit unclear here. Your current build looks okay for a Celestial healer and debuffer. I may rank one of the ally reses instead of the self-res, and Conjuring scales more w/ Int than Rec (I assume you use Illum to proc it; else you could just use MSA as the EU). Were you just not liking its lower personal dps? Cause that's just a common thing for healer builds. The Hybrid role's higher dmg bonus can help a bit when solo, as Seraphim already boosts your own (Dimensional) dmg. You could also take AoED instead, if you want to focus a bit more on offense for you and your team. A source of the Devoid debuff is another option to boost Dimensional dmg, though you'd have to dip into Darkness and make room in the build for it.
Here's my take on a dual role (Healer/Hybrid) build that focuses on Celestial with Sorcery. Should be able to solo and DPS well when a healer isn't needed.

This build does have 2 toggles to focus on either healing or DPS. You can work toward two sets of gear if you'd like to switch between the healer and DPS (hybrid) roles, depending on your build goals. You may even be able to use the same piece of primary gear (primary defense maybe) on both builds if you put Con mods into it. Then your other gear can focus on Int for the DPS (hybrid) role and Pre for the healer role.
The build is a bit more crit based, so I swapped out Iniguity for Rebuke as your 100' heal, since Iniguity can't crit. Rebuke and Arcane Vitality can also help you self heal.
Will-o'-the-Wisp applies Illumination to you, allies and your targets and Hexed to your main target while being 100' to proc Conjuring for Soul Beam as your main DPS attack.
I think the passive is not so great? I barely see it do a thing at Kiga or such. But yes I use Illum to proc it.(The Conjuring)
Hmm. Well, if you don't like the passive then you could maybe try something like AoED (or AoPM, though that's a common one). Perhaps make it the last power/adv trained so you can re-train out of it easier? I dunno what would really satisfy you w/o more info, but you could try that out first before attempting more drastic changes to the build.
I can't tell if your concern is about doing more damage, or healing, or both. Seraphim is a hybrid heal/dps passive, so you won't be top of the charts as either.
