Whiteout: A non-mission open alternative zone.

I really like zone; the Whiteout Snowcrash version of the arctic. I think it should be added as a second arctic zone. It would be like the normal Canadian north, with mission contacts, mob spawns, but a high level version. The ambiance in there is really good, and I've always been partial to deep winter maps in games I've played.
