Add Neck "Collars" to Collar section

There are a few pieces under neck that should obviously be copied over to Collars.
1.) Collar Formal (under neck)
2.) Luchador (under neck)
3.) Tight Band (under neck)\
There are a few more that would work better under Collar. Now I don't think they should be deleted from neck but, the collars make more sense in collar so you can use a normal shirt, add a collar and add a tie.
