The last few power slots can be used for w/e ya want.
You can use SBlast as a basic single-target attack and to debuff targets w/ Fear and Devoid, while you can throw out charged ERuin if your energy is abundant for a bit more dps (since the blast's dps is rather low on its own). SEmbrace can be your main AoE, and Soul Vortex also has an AoE component and provides a healing rune and Dependency healing (and gives you something to work in the background even when you're blocking). Also, either Protector or Con Mastery can work here. Gears mostly for Con, w/ some Pres and Rec (and some cost discount no gear).
You could also opt to use Mental Precision in TK (instead of Shadow Manifest) if you want the same toggle mechanics, but scaling w/ Dex instead of Pres (better for dps, though Pres' bonus heal can be nice).
I dunno if there's some special things that you need for that, beyond the normal tank core powers and framework. But you do have 2 power slots leftover in my build to fill in any gaps, and could ofc also ditch Imbue for a 3rd free slot, if you want it.
