HW/Earth build?

I've got a request for a build and I'm not sure how doable it is. The idea is a sewer worker who gets hit with a tidal wave of toxic sludge and becomes basically an ooze covered Hulk. I plan to use Regen for the passive and Heavy Weapons for swinging around his giant wrench, but I'm wondering what powers could be used to convey ooze or slime, and if they gel well. (i.e. Quicksand from Earth powerset). Any help is greatly appreciated.

Okay, here's one shot at it:

    (Unnamed Build) - Freeform (Hybrid)
    v3.41:33

    Super Stats
    Level 6: Dexterity (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Chiller (Dex: 10, Con: 10, Rec: 8, End: 10)
    Level 6: Accurate (Dex: 5, End: 5)
    Level 9: Impresario (Dex: 5, Rec: 5)
Level 12: Amazing Stamina (Rec: 5, End: 5)
Level 15: Quick Recovery (Con: 5, Rec: 5)
    Level 18: Acrobat (Dex: 5, Con: 5)
Level 21: Boundless Reserves (Con: 5, End: 5)

    Powers
    Level 1: Infernal Bolts
    Level 1: Cleave (Rank 2, Rank 3)
    Level 6: Regeneration (Rank 2, Rank 3)
Level 8: Form of the Tempest
    Level 11: Thermal Reverberation
    Level 14: Quicksand (Rank 2, Rank 3)
Level 17: Endorphin Rush (Rank 2, Rank 3)
Level 20: Annihilate (Rank 2, Scorching Blade)
Level 23: Will-o'-the-Wisp (Guide, Ghost Fire)
    Level 26: Resurgence (Rank 2)
Level 29: Land Slide (Nailed to the Ground)
Level 32: Stone Shroud (Rank 2)
    Level 35:
    Level 38:
    Adv. Points: 30/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Dexterity: Combat Training (3/3)
    Dexterity: Gear Utilization (2/3)
    Dexterity: Deadly Aim (3/3)
    Dexterity: Expose Weakness (2/2)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (2/3)
    Vindicator: Mass Destruction (3/3)
Brawler: The Glory of Battle (1/3)
    Brawler: Penetrating Strikes (2/2)
    Brawler: Ruthless (2/2)
    Brawler: Setup (2/2)
    Brawler: Flanking (3/3)
    Mastery: Dexterity Mastery (1/1)

The open power slots can be for w/e ya want.

Since Quicksand can't proc TReverb on its own, I also added the Wisp as an alternative way to put up CFlames (and other buffs/debuffs) from any range, so it can run in the background while using Quicksand. Quicksand can help pull in enemies if you want to follow-up w/ Cleave as well. For single-target dps, you can alternate between Cleave and charged Annihilate. If you want to play a bit more defensively in melee, then you could trade R3 in Cleave for the Rampant adv. Gears mostly for Dex, w/ some Con and End/Rec (and some cost discount on gear).

I forgot to mention I wanted to use Enraged as my form for Gigantic Growth (again, a theme thing). Would I need to change my stats or anything to make that work?

The problem then is that only Annihilate and Cleave would be able to proc Enrage, as is (and you'd have to change your stat focus to Str, as well as SS Str). I generally wouldn't recommend that approach if you're using Quicksand pretty regularly, though I guess you could throw something like Eruption in there as quick knock to proc Enrage in between Quicksand channels (Eruption can also put up CFlames w/ its adv, so it could even replace the Wisp here, if you're okay w/ it being melee range).
