This is a Homage build to City of Heroes. Obviously I can't shapeshift, so that's out. I was thinking of mixing Force and Might. I know that knockback and melee don't mix to well, but lets do it anyways. This will be for fun. Here's the website:

I gave you Particle Wave partly for theme (so you still have an ability that uses a weapon) but also cause it can help AoE by clumping up enemies for Vengeance follow-ups. Rebuke can be used as a long-ranged nuke or heal, and charged Vengeance can be used as your main nuke (and it can put up debuffs like Vuln, Wither, Trapped, and Sent Mastery). Expulse gives you a healing rune; I included the KB adv for theme, but to prevent the scatter KB you can just get R3 instead. Gears mostly for Int, w/ some Con and Pres.

Oh, and I forgot to mention that the Wisp can be used to buff and debuff, and help proc Conjuring (it'll also combo w/ Ascension's Judgement adv). And if you're leveling w/ the build, then you may want to get Particle Wave earlier for the combo on trash w/ Vengeance (PWave's Illuminate adv can proc Conjuring too, as well as proc Concentration when far enough away), but it's up ultimately to you how to refine the power order.
