Make "Wall of ice" not consume preemptive strike fron the avenger tree.

As the title states, I think this power shouldn't consume it, my reasoning behind it is the fact that you need ice objects to do shatter, and if you do wall of ice it consumes preemptive's damage bonus, so you have to do your blast on the enemy again before shatter, but, the blast breaks the ice object, leaving you with nothing to shatter.
