PA? Eh.. PA lockouts from slotted powers will make using the cd attacks annoying. Maybe using non-slotted PA can be alright, though- stuff like Tac Missiles, Rocket Punch, and/or Chest Beam. Ideas of 'theme' will be a bit weird here anyways since the snap powers are in Force, Fire, and TK:

If you want to be tankier (at the cost of base dps) you could use R3 Invuln in the Hybrid role. Gears mostly for Int, w/ some Con and Ego.
You know... you could make an interesting toon using finger snap powers and Thunderclap. Some sort of "rhythm game" character...would probably need one more thing in there though.
Eh, Support role? I prob wouldn't try to make a support out of this (you can't slot a dps passive in Support role anyways). In either case, you still need a toggle/form and prob want a spammable AoE in there at least. A blast isn't really a great filler attack, but it can still work out. I guess if I were to make a Sorc dps build w/ those 3 cds, it'd be more like this:
