another lower level zone over the bridge

have another part of the city over the bridge and and the bridge a part of it, optional start for lower levels and with different quests for those who have been through the basics so many times that i can sleep walk it. Don't need too many different villains but maybe less safe areas and no mans land zones for PVP players. So people going through have to watch out for those villainous players, the dastardly lot they are, have a tunnel system to by pass it if you want that is filled with undead zombies or other creepy things that lurk in the shadows and filth.
