Shadow Scythe Not In Vehicle Upgrade Store?

Just bought a fancy new Tune-Up Kit that claims it will upgrade any Mark 1 vehicle to Mark 2. Problem is my Shadow Scythe is not listed in the store. Didn't it used to be there? Is this a bug?

It probably a bug when they were revamping the list in one of the older update. I don't know why it hasn't been fix, yet.
