Floating Point Values on Power, Item, and Equipment Tooltips

Please make floating point values visible on all power, item, mod, and equipment tooltips.

Examples:

• Rank 9 single stat mods should show +66.5 stat instead of +66 stat
• Distinguished Helmet of Speed should show +21.2 defense instead of +21 defense
• Defiance should show its floating point ADR above 10% ADR

I think the rule is to show 2 significant figures, or the integer value, whichever is more. This also applies to powers (cooldown, energy cost, duration of CC effects, etc).
