The Unarmed part can be covered, but the baton would be prob have to be done via a blunt weapon skin w/ Dual or Single Blade. Are there any other things you'd want him to use?
Strike Down (basic lunge) and Blade Tempest (basic combo attack that can apply Shredded) are the 'baton'-using powers. Dragon Kick (for AoE, and Rush energy to help spam Dragon Uppercut) and Dragon Uppercut (for single-target dps) can be your main hand-to-hand attacks. Backhand Chop seemed fitting to also throw in there (applies Chi Flame for Dragon Uppercut). The last 1-2 powers could be w/e ya want. I threw in a self-res for utility, and figured a back-flip power like Zephyr would be appropriate (can make it another self-heal cd, or a threat wipe as I did here). Gears mostly for Dex, w/ some Con and Rec (or Str).
Daredevil uses his improved senses in combat (at least in the comic books), you might make a build using Lightning Reflexes instead of Way of the Warrior, to represent his ability to fight even if blind.
Also Daredevil is more agile than strong, so thematically you might want to run Primary Dex and add the Elusive Monk to Parry.

Well, in terms of in-game effectiveness, it also kinda depends if he wants a more dps focus w/ an offensive passive and the melee dps role, or to be tankier & have quite less dps w/ a passive like LR in the hybrid role. I generally also wouldn't take Parry's EM, just cause of the melee dmg penalty it gives, though going w/ a Dex PSS route can work fine if you want an alternative to Str PSS (I'd generally pass on Dex PSS's dodge/avoid options, though, as they are kinda weak and you have to give up DA and EW for them).
Yup.. converts the dual blades into two steel batons. I used it for a "Nightwing" themed build ages ago. The nice part is the weapon skin is pretty cheap on the exchange.
