Perks should unlock on the account, not on the character. It would be a nice overview of your lifetime achievements, instead of being scattered on old characters.

Some do unlock on account, some don't. Having 'Died 500 times' on a lvl 6 character that was just created is ....DUH.
So you kind of get what you suggested for.

As least make the titles account wide.

costume and dance unlocks seem to be account wide.
