Simplified subscription system

Disclaimer: I am not meaningfully affected by any of this, as I'm LTS and create an average of two characters a year.

There seem to be two major issues with the premium pack, both of which appear to be side effects of it just being a copy and paste of other games where subscriptions do much less than they do in CO:

1. The only way to convert a character to FF, or reactivate an existing FF character, will be LTS.
2. For people with altitis, 5,000Z for a FF slot is absurd and 750Z for a regular slot is still rather high.

To reflect the somewhat unique character of CO's subscription system, but keep the reasons the premium pack exists, it makes sense to have two adjustments:

1. Introduce a new subscription type, somewhat discounted, that does not include the premium pack bonuses -- it is only for access to freeform and all ATs. Maybe have two versions, one that doesn't include a stipend, one that has a bundled stipend. This does not affect current subs, but will continue to be available.
2. Reduce the cost of extra character slots to something like 150z. The premium pack is already giving away 6 as part of a 1500z package, so they're obviously not actually worth 750z each.
