They need to remove the bottom 4 types and change the p[rices of the top ones to the bottom 4 prices.
This isn't STO or NW. There isn't a lot of stuff which needs maxed out gear. Cosmic fights you can do in basic 40 gear unless you're a tank.

also we have between 9 and 12 mods per character at 40.
The catalysts- just for R6 to R9 ~=$74. x 9 =666 for 1 character.

First, folks start with R7 typically, and even sometimes R8. Rank 7 mods are easy to get from lockboxes or the AH.

Second, there are players with money to spend. CO makes some good money on players that will spend $100+ for a 1% increase in power.
