Old Player Coming Back

I had a different account a few years ago, but I returned back in June. Now I have 10 toons, all of which are tied to a supergroup (never thought to do that before). However, 3 have since gotten the "Redoubtable" title, and all 3 were supposed to gain an unlocked character slot. Only 1 has actually appeared. I was wondering about the 2 "Casper" slots (the ones that didn't appear).
