Is there a place to see what each perk entails?

The GCR vendor is pretty vague, "Get X perk" I am like ok, how? "frostbitten" "clever" "clockwork crusader" are a few. is there are page somewhere, or maybe something in the actual game which explains perks?

Perks you've started show up in the perk tracker. Other than that, mostly now.

Some of those perks mention a mission, if the perk comes from mission completion, or story arc completion.

But yeah, some just say "Clever"--which is for defeating Teleiosaurus.

I've never understood the lack of information provided for how to start a perk, especially when the name gives no clue. Literally, it's just a few more seconds of tying to provide a nice little QoL boost. There's probably not enough dev time to add such info to old ones, but new perks should definitely provide info on how to start the perk.
