No one likes this event. It was presented as introduction to Vehicles. Which no one actually ever use except on certain events/alerts.
The event store items aren't that interesting either since they're just the Nighthawk costume(which is also available in Z-store), some mundane costume pieces and vehicle reskins.
So yeah, players have no motivation/reason to do the event.

I feel pain train in Halloween event is much better then doing this alone. And the crazy amounts of the [Circumstantial Evidence] are fulling my bags. o3o

My guess is that the unlocks are different in the game code. It sees that you don't have the single piece unlock, but can't check to see if you have the full set unlock.
As far as I can tell the daily is the ONLY way to get favor. And you have to beat the ridiculously hard Boss fight to get that....
The boss fight isn't too hard, provided you have flight or your own vehicle. If you're trying to do it with the vehicles provided then yes it can be hard.
How we can grind Nighthalk favor? I don't see much people doing like as any other events, I have no idea what to do.
Just to be clear, this is how you're supposed to run the event: 1) talk to Defender to get the mission "Who is Nighthawk" 2) look for one of three Nighthawk missions on the map. 3) Beat up villains pretending to be Nighthawk to get evidence 4) Defeat goons and investigate crime scenes to get circumstantial evidence. 5) complete all three Nighthawk missions to and talk to Chief Surhoff 6) Apprehend Franklin Stone 7) Sit through a staggeringly long cut scene 8) Return to Defender.
However most people just: 1) run Franklin Stone mission 2) repeat 1)
