Don't listen to the two posters before me they're just trolling you. Stupid elitists.
Anyways, the real way to get the dance is that you have to find the Jicheal Mackson NPC in Vibora Bay three times. He appears in various locations across the map and it's pretty randomized, but he is triggered by large numbers of NPCs being defeated. So basically what you want to do is you want to just go around defeating various NPCs in as large amounts as you can and then he'll show up.
Also, some of us have theorized that there's a cooldown for NPCs counting, as in if you kill one group too long eventually they stop counting towards making the NPC show up, so you'll need to switch to a different faction. So keep switching between factions until he shows up.
Btw when he shows up everyone in a really large radius gets quest credit, so it's not actually important that you notice when he shows up. So just keep running around killing various factions and eventually you'll get the perk from him showing up enough.
