worth my collector's voucher

I have a collector's voucher that will let me get certain powers, among them is Lance Rain. Is Lance Rain worth spending my voucher on?

    Lance Rain is from the Onslaught vendor, not the Voucher Foil vendor

    and it is worth it​​
