IIRC, he discovered Defender's secret ID, blackmailed him, and ended up in the plot convenient coma. I suspect his tampering with SOCRATES in CO was part of a long game aimed at bringing down Harmon.
In Champions Villains Vol. 3: Solo Villains Cybermind is described as the world's premier computer hacker, feared by governments, high-tech criminal groups, and anyone else with sensitive cyber-data; as well as supers using powered armor and similar advanced weaponry. Cybermind has few true hacking skills; his accomplishments come from being a mutant "cyberkinetic," able to mentally interface with and control computers and similarly complex machines within his sight. While normally working on his own, he's been employed by various other villains and groups in the past.
In 2006 Cybermind discovered that James Harmon IV is Defender, and launched a scheme to take over Harmon Industries by driving James insane, taking control of Defender's armor to make it act as though it had achieved artificial intelligence. But Harmon learned the truth and destroyed the armor, the feedback casting Cybermind into a coma, from which he's only recently recovered.
Mentally Cybermind is an arrested adolescent. He's in the supervillain game for the money and thrills, and the challenge of penetrating the most secure data systems. He loves to brag about his achievements to other hackers. Cybermind figures that if he can get away with taking something, its owner didn't deserve to have it anyway.
Cybermind isn't really a combatant. The only times he'll fight is if he's in an environment with lots of automated weapons he can control; otherwise he'll cut and run. He doesn't like to physically hurt anyone, and refuses to kill. Cybermind wears a lightly-armored costume with a backpack and cables running to his gauntlets and helmet, but those "devices" are just for show. He doesn't need them to use his powers, and they don't do anything else.
