Willpower vs Restoration

There were some new HoT effects added to CO this last year (will power and restoration). But looking at the numbers they aren't actually very balanced.

Willpower:
- 111 HPS
- is procced of furious, which in itself can be a very strong effect.
- can be kept up 100% of the time using 1 power to proc furious

Restoration:
- 113 HPS
- Duration is lower than cooldown on powers that have the adv.
- When restoration was first added, the higher heal on low health made the HoT stronger (something like 350 HPS), now it just adds a single 564 heal.

At the moment willpower is just a better heal than restoration. What I'd like to see changed is for restoration to inherit the crit from the power that procs at.

    Willpower requires something hitting you in time of Furious buff, that's the main difference. So it's not that useful for DPS at Bosses, when nothing may hit you for long time.

    Willpower is a secondary effect of a crit boost effect. Even with the requirement of being hit that should not be comparable HPS to a dedicated heal effect, much less outperform it (on average).

    Willpower requires something hitting you in time of Furious buff, that's the main difference. So it's not that useful for DPS at Bosses, when nothing may hit you for long time.

    ^ this, I would never consider replacing a power that has Restoration to get a power that has Willpower. The circumstances of use ensure that Restoration is the better choice when it comes to reliable self-healing. This is why them having the same amount of healing numerically means that Restoration still comes out on top.
