Well considering we should have been on clean fuel systems for at least the past two decades, but research and development in that field have been unconditionally stunted due to the fact they were seen as not profitable by those who see gas and coal as being the big bread winners right now. I know because multiple times car companies had working prototypes for hydrogen powered cars or electric cars ready to go, and the assembly was halted unconditionally. And hover technology has no practical military application, unless the application is to make your soldiers an easier target.
Note how most of our biggest breakthroughs in the last nearly 50 years first were being used by the military; GPS, the internet, global communication systems, etc. before they became available to the public at large. But the things we were making great strides on stopped with the advent of the 80s; space exploration and research, alternate/clean fuel sources, etc. All because there wasn't dollar signs in the research. We want to go to Mars yet we can't even get back to the moon, the last moon trip being in 1972 by Apollo 17. That's nearly two full generations of time, and all because it wasn't a profitable venture for the bean counters in charge.
Hell all the cyber technology and power suit/exoskeleton research being made right now are primarily aimed at military application first, and civilian use as a very distant second. It's no secret that the US alone spends enough money on its military to out pace the next thirteen countries combined, and people wonder why the other areas of research suffer in this country and private people have to finally take up a mantle on these things. Hilariously, those countries we out pace on the military budget, are our allies to.
