You cannot load costumes in the Nemesis Database.

So this was working fairly recently but not anymore. If you want to save time and design a costume for your nemesis with the regular costume designer and then load it up when you're designing and creating your nemesis it's no longer something you can do. As of right now all that happens is it switches to the default costume when you load a saved file. Loading a saved file still works if you're making a hero but that's really little help as designing a new character you usually have all the time in the world and aren't loosing time on active buffs like XP or GP rewards.

Also, seeing as I sometimes use a bizzaro version of my hero as a villain being able to load my already designed character and switch the colors around would be a massive time saver as I can't always be sure of what body settings I used at the tailors.

The only way I have found to get around this - is to save the nemesis with default costume, exit database and re-enter - at that point you can usually load saved costumes (some still seem to fail however) - this does result in nemesis costume change cost though​​

I noticed someone else was having a similar problem in the main tailors, could be related, but this person didn't have all the costume pieces for the costume that they were loading, so maybe not. Just reporting what I hear.
